Well, as Rebels, we got a side mission in play that we've been putting off for some time, since the reward isn't that attractive. But I just realized that the reward card, theoretically, can be played by any Hero, wich makes it much more interesting.

The card is "Rebel Recon: When a hero draws a Supply card, he draws 1 additional Supply card. He chooses 1 to keep and places the order or the bottom of the supply deck".

I've noticed that Reward cards can't be traded, once it's been assigned to a hero it stays with that hero the whole campaign, however, giving the wording on this specific Reward card, the effect when a hero draws a supply card will be applied to any hero player or just the hero that owns the Rebel Recon reward card?

Yes, that applies to every hero. You still choose one hero to assign the card to, and that cannot be changed, but every hero can use the ability on the card no matter who has it. The one exception to this is: when the hero with this card is withdrawn or incapacitated, that ability is no longer available.
