You can use any templates as long as they don't overhang the range 1 band from the edge.
You should be good provided you don't go sticking the templates out into "open space" to figure out where they'd actually land after performing a maneuver out of the starting zone.

I disagree, you can use the range ruler hanging past range 1 to set your ships up. There's nothing in the rules that says you can't.

Actually the rules sheet still shows a full 1 - 3 length range ruler on the mat to determine the setup area and there isn't anything in the FAQ (that I could find) about using movement templates for setup either. However if you are trying to setup your ships and you are using anything to check for clearance with an obstacle you will be called out for pre-measuring things.
The restriction with Range 1 can be found in the tournament rules for setup..

Page 5 of the tournament regulations. Setup, point 6:
6. Players place their ships in ascending order of pilot skill as per standard rules. Players cannot measure distance and spacing with physical objects during setup except when using range rulers and maneuver templates within Range 1 of that player 's edge.
Of course, HotR Han and Lt. Dormitz will require the use of the range ruler, at least, outside of that restriction.
