Question for Curse of the Rougarou: Does the player who adds Curse to their threat area gain it as a permanent weakness? Kind of feels like they should, but I can't find anything that says that do.

Depends on the resolution
If you manage to kill the Rougarou the resolution specifically tells you to remove the weakness from the lead investigators deck. Therefore i would say it stays in that players deck if the resolution does not say something like that.
