Does WE bring the TL action with it or would doing this be a waste as it enhances something you can't even do?

Weapon Engineer does NOT bring the Target Lock action with.

Now if your Phantom was also equipped with a Fire Control System then WE would let you "acquire" a second TL as FCS will give you the first and acquiring that triggers WE allowing you to acquire another.
