The trackee is leaving land mines or taking sniper shots at them

Make it a single roll and describe afterwards the narrative.

Use the chase rules, but each Round is an hour or even better yet a full day. It becomes much less reliant on physical skills, and allows the non combat skills to shine.

Perhaps one PC uses Streetwise, another tries Vigilance, a third has a go at Knowledge Underworld and the 4th uses Charm

The NPC they are chasing down is using Deception, Stealth, Coercion, or Streetwise.

Use Range as a measure of how close the PC's are, even if physical distance isn't actually represented. Then when they finally catch up you begin the next encounter which is an actual Chase on foot or in vehicles.

When the PCs get to them a third encounter starts with actual combat or social depending on the situation.
