The Gathering Question (possible spoilers)

One of the Agendas for the Gathering has you shuffle the Encounter discard pile into the Encounter deck, then discard until you draw a Ghoul. It then says the lead investigator draws this. So, I know by drawing it, the Ghoul will be engaged with the lead investigator, but will the lead investigator also have to make a second draw from the Encounter deck in the Mythos phase potentially having him/her engaged with two monsters?

Yep. The effect of advancing the agenda is quite distinct and independant from your normal draw during the Mythos phase.

Also, I think I'm correct in saying that if you pull the Icy Ghoul or the Flesh Eater, they still spawn in their chosen locations. So if nobody is there, nobody is engaged by them. Which is as good a result as you're likely to get, I guess!

Provided those locations are revealed. One Agenda stage 1, they're not in play yet, so they get discarded. I actually prefer drawing them if I can, since they give you 1 XP each.

I think you meant "provided those locations are in play". They don't have to be revealed in orrder for enemies to spawn there. Act 1b puts them into play unrevealed.
