Damage to armor/items

I'm seeing a lot is references in the technician book to repairing gear. An Armor attachment that repairs itself, tools getting damaged or a botched cybernetic installation taking minor damage.

I understand the cost to repair, but what effects are you giving a minor damaged armor? Or a minor damaged tool?

Table 5 - 4 is the repair difficulty as well as use penalty.

How would you apply that to armor? Would you add a setback to any check made while wearing it?

Any kind of coordination/athletics check while wearing it 'leaps' to mind...obviously anything integrated within in it or while wearing it, wrist weapons, perception checks, stealth checks, etc.

It isn't quite as easy as weapons
