Can you use +Soak +Defense armors together?

Here's the question, if I have an armor that provides soak, and an armor that provides defense, and I wear both, do they stack? I know it's "better of both" for defenses and soak, but what about this?

For instance, let's say I have "Steelskin" Anti-Concussive Armor, it provides me with a soak of 3. Can I add TX-3 Combat Flight Suit underneath it, to get the +1 defenses that it provides in addition to the Steelskin armor? What about a Personal Deflector Shield for a +2 to defenses? Could I add in a Second Skin instead even though it has a Soak Value solely for the +1 Defense it provides?

We allow the personal deflector as an additional piece or armor as well, while the general rule of only allowing one piece of armor still applies.

It's ultimately GM's call, but like most things a little just basic common sense is needed, and there may be unforeseen consequences.

So if the GM says you can wear Armor and a Personal Shield with no penalty... you can!.... you did read the long description for the shield and not just the stat block right?

On the other hand lets say you wanted to wear laminate armor over armored clothing... the GM might say "Sure, but you get 1 setback on all agility checks while you're doing so!" and then it's up to you if it's worth it.

Defense gets applied before Soak, so if you were to try to wear two armors, if you wanted to get the benefits of both then you’d have to wear the armor with increased Defense on the outside. The armor with increased Soak would still benefit you for any damage that should happen to pass through the outer armor.

But then, that would be two armors stacking, which I don’t think should be allowed.

So, good luck finding that second armor with increased Defense that you can actually wear on the outside of another armor. ;)

I only allow it only if it (rarely) makes sense. Then, I simply use the best qualities of either while retaining the full encumbrance of both. Best Soak, Defense, # of HP's (considered using only the logical "top" armor's HP), but Enc + Enc with the worn reduction only applied once (not for each).

Seriously

1) kamperdine armored tailored jacket over clothes over second skin armor gets it done in a logical way (consistent with fluff)

2) keeping the peace (force and destiny book) many armor templates gets it done, but I'd recommend reinforced clothing wit a soak upgrade, melee and ranged defense upgrades, and a hard point upgrade (so you can add superior to get to 3 soak)
