Does the action of dropping a rigged cargo chute fall into the same category as a bomb?

Playing a friendly game the other day, I had IG-88 with an ion bomb and a rigged cargo chute. Dropped the ion bomb when revealing the dial, and intended to drop the cargo after movement to force my opponent to get either stress or ion (or maybe both).

Now, if I'd had say proximity mines instead of rigged cargo chute then I know I wouldn't be able to use ion bombs and proximity mines on the same turn. What about a bomb and cargo?

No. It's not a bomb upgrade. The limitation on dropping bombs is on bomb upgrade cards. You can bomb and chute in the same turn.

its only referring to bombs on the chute card because it mimics the deployment, nothing else.

Same thing for Tractor Beams, it tells you to do a boost/barrelroll but it then says its not an action, just the method.
