Campaign setup timing (SPOILERS)

The setup for scenario #3 specifies that players discard 2 random cards from their hand, based on the resolution from scenario #2. Are we technically supposed to know that before or after we draw our opening hand? Because if it's before, we could mulligan for cards we don't need to run less risk of losing them.

From the ever-friendly Rules Reference, Appendix III: Setting Up The Game (p. 27):

Drawing opening hands is step 8.

Performing the scenario setup instructions is step 10.

You make your hand decisions before you "discover" you'll have to discard cards (even if you have played the scenario before and know all the resolutions and setup situations).

Actually, it's not a "can", it's a "must". All your weaknesses will always be in your deck when the game begins. Which is probably a good thing for game balance, because being able to get your bad cards out ASAP would trivialize some of them.

True. altough having to discard all but 1 card from your opening hand (especially if it had good cards) would still be rough.

Wendy would love to get her signature weakness right away (the only better scenario is never getting it, because of the 2 direct horror), but it's about the only one (considering both basic and signature weaknesses). My guess for the reason is exactly the opposite: some weaknesses would be too debilitating if they came up at the start (Paranoia or Amnesia would destroy your ability to set yourself up, for instance, and getting an enemy engaged with you would be pretty bad for that as well).
