Both attacks must be at the same target. So if you kill it with the first attack, the second attack is wasted.
When you attack with Cluster Missiles, or Twin Laser Turret, there's only one Declare Target step for both of the attacks. That's why you cannot target another ship after the first attack.
It's one attack in two parts not to be confused with something like the tie defender /D title that lets you perform two attacks.

While that is how Cluster Missiles and TLT work there are other things where you're attacks can be against different targets. The titles for the Y-Wing and Defender allow for two attack and those can be split between different targets granted they are also completely different weapon systems.

Not exactly wasted. Destroyed ship are not removed until the step 10. Nothing in the rules prevent you attacking a ship with no "life" remaining. If it is with miranda and you did not use her ability, you can do the useless second attack and remove a dice to gain one shield.

Or if they're getting simultaneous fire or a revenge shot (Dengar, Quickdraw), you might want to keep shooting in case they draw Weapons Failure or Blinded Pilot.
