It seems ubiquitous to the movies, but maybe just to the Skywalker line.

In my game, it would be handled narratively. Mostly narratively, at least.
If the other person isn’t using their Force powers, then it would be hard to find them.
If they were using talents or Force powers that are specifically designed to hide them from other Force users, then it would be really hard — if not impossible.
But on the sensing end, I would think that powers like Seek or Foresee might be able to help search for other Force users. But I’d have to re-read those powers to be sure.
Edited by bradknowlesThere are no mechanics specifically. Seek lets you look for anyone or anything, it's probably closest, but you have to know what you're looking for.
In my own games I've sometimes asked for a generic Force roll (using Discipline, Vigilance, or Cool) to see if the PCs can determine if another Force Sensitive is near, giving a boost to anyone with the Sense power. But that was necessary for the story.
Note the Sentinel:Shadow has the Shroud talent which prevents detection via Force powers. But that detection doesn't presume detection of Force Sensitivity, just that the person is there.
Don't forget that line in Shroud that says "make their own Force powers go unnoticed". I always imagined that in the vein of "normally, using a Force power is immediately noticeably to other Sensitives".
I try not to have too hard a line between Force Sensitive and Not Force Sensitive. The way I see it, when Vader is chasing Luke in the Death Star trench and says, "The Force is strong with this one," he's not saying, "Hey, this guy must be Force-Sensitive!" He's saying, "There is a great destiny on this person, he's important somehow." He might have said the same thing about Han Solo, really.
So in a game, force users tend to gravitate toward PCs. They don't realize they're Force-users until something pretty clear comes up, as the Force flows through everyone, and some folks have a bit more Destiny than others.
If a players tries to sense a FS, I would tell depending if the FS is using the force actively (like Luke in death star trench run) or not (then I would make a secret Discipline vs Discipline check).

In all seriousness, force users are only detectable at the speed of plot/when actively using the force. Though strong force users might be able to sense a significance of a character; farseers might get preminations about characters they have just met.
