What does "Exhaust this card" means? Do you discard it or do you tap it like a deployment card and therefore can use it every turn?

And skirmish upgrade cards with no "attachment" title are place next to the board and the ones with "attachment" underneath the corresponding card (such as targeting computer)?

See exhaust from the RRG. You turn the card 90 degrees clockwise to pay the exhaust cost, just like a deployment card is exhausted at the end of the group's activation (after all figures in the group have taken their activations). All cards is skirmish are readied at the ready step of the status phase. (In the campaign the heroe's item and class cards are readied at the start of their activations, not during the status phase).

Attachments are associated with the deployment group they are attached to (max one skirmish update attachment per deployment card in skirmish). Non-attachments are placed on your play area.
