Unquiet Memories : The CtR - 2 open groups question

Last weekend my group was doing the quest called "Unquiet Memories", in the Chain that Rust campaign. We encountered an interesting issue while doing the setup.

How do you deploy the second open group?

The rules on page 24, are pretty clear:

  • Place 1 open group on the Rear Path. Do not place the dispossessed or the remaining open group during setup.

After reading the rules 3 times, we could not find any reference or rule that triggers the second open group to be deployed. We all agreed that since there is no explanation on how to deploy the second open group, I simply could not deploy them. This is a huge advantage for the heroes. As the OL, I was limited on what I could deploy.

Has anyone encountered this? Anyone got a ruling from FFG? Lack of proofreading on FFG's part or did I misread something?

Under special rules for the encounter its says :

"If an unquiet warrior enters a pit space on the Graveyard, remove the villager token from the map and place it in the heroes' play area. The first time this happens, place the remaining open group on the Entrance and read the following aloud:"

maybe we need to hire a rules lawyer?
