Can you use it on unrezzed ICE? If so, how do you determine the STR of unrezzed ICE?

That seems reasonable but is there any confirmed ruling about this? E.g. does it state anywhere (e.g. in a ruling for a different card) that unrezzed ICE has an undefined STR value rather than, say, a STR of 0?
