About what was the Interdictor with their gravity generators come into conception? ABY or BBY? I would think BBY but about when in BBY?

There was a prototyp in Rebels, so 2-3 Years BBY at least.

In canon there was a prototype of a new model of Interdictor in Tarkin plus two older models of Interdictors appeared in the book.

In Legends there was a Corellian Interdictor model that appeared in a novel set in the immediate aftermath of ROTS and it is implied that another Interdictor model predates the PT.

Technically, the first "official new canon" story was "Blade Squadron" in Star Wars Insider. The first novel was "A New Dawn" by John Jackson Miller.

I've always been of the opinion that every couple millennia when the big galactic wars break out various governments break out the old designs, apply the newest improvements in tech, and then mothball them after the wars fade out of current memory.

There actually are a few examples of this happening in Star Wars but I don't think it is a good idea if you have other options. An old ship upgraded with new tech won't be as efficient as a ship designed from the ground up to use that tech.

Those likely come after the start of the war, after your upgraded designs run into the other guy.

The capital ship designs from the Clone War bares that out, as the original designs they were using quickly were both upgraded and then set aside for newer designs along the same lines.
