Fringe Rebels / Are Wing Guards weak?

I am semi-new to Skirmish and mostly playing casually running Rebel squads, while my opponent runs Imperial Trooper lists.

With the new Jabba's Realm components coming out soon, and two of my favorite Star Wars elements have been the Fringe elements and the Rebel Commandos, the new Heroes' story design seems cool with the Fringe operators that are leaning towards aiding the Rebellion, so I wanted to give one or two of them a try in Skirmishes. While playing & winning is good, I like to throw in some elements of concept with it. But in thinking of a new list, one thought I came to is that I don't see the elite Wing Guards used much, although they have a lot of similarities to elite Stormtroopers; and storywise the Bespin Wing Guard seemed like a uniformed Private Security force that while of a mercenary nature would be more likely to support the Rebel Alliance than the Galactic Empire.

In IA, the elite Wing Guards lose the ability to gain a focus from Last Stand (which is pretty powerful) but gaining a surge ability to Recover 2 seems better than the accuracy boost. I don't know that I'd use the Keep the Peace guard ability, but what is people's thoughts on the elite Wing Guard?

A potential list I'm thinking of running for my Fringe Rebels is:

Vindo

Temporary Alliance

Gideon

rAlliance Rangers

eWing Guard

eWing Guard

rHired Guns

It is a trooper heavy list, and an alternative would be, I could drop one eWing Guard & Hired Guns and take a set of Weequay Pirates and Onar for more of a trooper/hunter mix.

Any thoughts?

I like the eWing Guard für the reasons you already mentioned. I think 3 units for 9 points each is a little too much. 2 eWing Guards don't need the Rangers. I would drop the Rangers for 3PO and the eWeequays.

I would personally go wing guard+ rangers since keep the peace doesn't work on other guardians. It is a surprisingly good ability and since they have the surge for recover 2 you can make that health back up real quick.

This is along the lines of how I feel about the eWing Guards. Either use them to support other characters, and ignore their abilities to support each other. Or... keep them together and let them support each other. Trying to do both will inevitably lead to a disappointing experience with them. Don't get caught up in their versatility, but focus on one aspect to maximize their potential.

Wing guards are weak, otherwise you wouldn't be getting advice on how to ignore half their rules. They don't have an accuracy boost, but they do have +2. They have rerolls with troopers, but the whole problem is with the faction is missing an adjunctive trooper. If they had another trooper option then both their rules would be applicable and useful.
