No, SPA allows you to take a free Evade action. You still can't perform a given action more than once per round, regardless of how "free" one of them is.
If it was "assign an Evade token", then yes it would be two. But as digitalbusker as pointed out, it's still an action; so it is limited to once per round.

Incidentally, the one time I saw somebody take the illicit Cloaking Device and SPA, it burned out in the first turn, and they couldn't even use SPA because they'd already taken an Evade.
