"If the TO feels that, over multiple turns, a player is not making an honest effort to move their ships and engage the opponent then the TO should clearly warn the player on their conduct and remind them of their responsibility to engage in a sportsmanlike manner. Further offences should be considered Unsportsmanlike Conduct and be dealt with appropriately by the tournament floor rules."
Basically, fortressing = DQ.
That is such a can of worms, though. How many turns is too many? You will always have one angry player in those scenarios. Having played a lot of Sabine K-Wings I can only agree that Sabine (more specificaly her unlimited range - hey, where have I seen that one?) is what pushes it over the edge. I don't know if I mind, though. The squadrons made that aren't viable thanks to K-Wings are also big offenders on cutting down viability themselves (hello palpaces, goodbye generics with 3 or less dice). Removing (or limiting) the limitless 3 would be a good step towards a healthier game.
Make each of them only work on two range bands. Manaroo, Palpatine, and with ever growing popularity (because I thought the internet said bombs are bad) Sabine all are problematic with one thing in common.
