Read the text on Vet Gunners.
It says "While attacking", which is a clear indication of the timing involved: basically at any time during the modify step.
If it was "reroll immediately" it would have a text similar to Intel Officer.

Spinals would be nice, but I would rather have Dual Turbolaser Turrets from Wave V. Skilled First Officer would be good, but I can cope well with Leia.

The ISD is worth the cost just to sit in your desk and look awesome.
