Regional Lists

I'm not sure what list to run both have been field tested and have done well. I'm leaning toward the heavy squadrons with the liberty because its more of a dual threat. I'm not sure what you're doing with the tractor beams on Bright Hope in either list. If you had Slicer Tools as well, it would make sense to me because then you can interfere with Demolisher or Cracken lists fairly effectively. As it stands, though, tractor beams alone on a small ship doesn't provide enough utility to justify the cost.

The tractor beams are there to slow down any glad coming from behind or trying to flank also there to slow down any ships. Its there to pretty much slow them down just enough for it to keep them in position

My point is that most Glads are going to be spamming Navigate commands for Engine Techs, making a single Tractor Beam pointless (they'll just speed back up at the start of every activation). The tried and true way of doing what you're trying to do is to pair it with Slicer Tools to prevent the Glad from using a Navigate command as well.

Thats true, I see your point. Only thing I dont like about slicer tools is that it is after you move

Activate, tractor, move to blue range, slicer, laugh.
