Is it possible to use deadeye with Norra's pilot ability?

Norra+deadeye+recspec use one focus to add an eye, the other to turn eyes to hits?

No.

Norra's ability is not 'an attack instructing you to spend a target lock' it's her pilot ability giving you the option to.

Could she do it when using one of the Torpedos that have Attack: [Target Lock] in the header? Let's say she has a TL from a prior round. She then:

1. Focuses as her action, gets another from Recon Specialist.

2, Uses Deadeye and spends a focus to use the torpedo.

3. Rolls attack die.

4. After defender mods, spends TL on the defender to add an eye result.

5. Spends 2nd focus to turn eyes to hits.

Yes, that sequence works fine.

What you cannot do is use Deadeye to obviate the need for a TL for her ability. That actually has to be a TL, though it could potentially be Shara's when used offensively.

The issue with deadeye is more that Norra's pilot ability isn't an attack. If FFG released a cannon (i.e. just an Attack header) in the future that let you spend a target lock token for a die result, then deadeye would work. Deadeye specifically has two different clauses, it just so happens that as of right now, all things that would trigger the second clause also trigger the first one.

That said, Deadeye still doesn't work for Norra because as I said, Norra's ability isn't an attack.

Yeah, Deadeye would work for a cannon that said Attack (Target Lock): Spend a Target Lock to perform this attack...

But not against a cannon that said Attack: Attack 1 ship. When attacking, you may spend a Target Lock on the defender to add three [kaboom] results.

ETA: (According to my current understanding of the rules. If such a cannon were released, it would be reasonable to submit a rules question asking about its interaction with Deadeye.)
