Must the damage only get allocated to one hull zone?

Must the damage be allocated to two hull zones?

or

Can the owning player (and soon to be fired Captain, because he slept in navigation school) of the ship, select either option?

You pick what zone to take the damage.

Anything that bleeds through shields does facedown hull dmg.

Which is why debris fields are particularly devastating for flotillas, who always take a hull damage from it.
