Panic in the streets

For panic in the streets the citizen tokens... can they occupy the same space as an imperial figure?

If not then the imperial could use his figures to block the movement of the citizens....

I know you can stand on computer consoles and crates... but this seems to be a person even though it is a token so I am thinking no.... but not sure.

A token is a figure only when mission rule explicitly says it is a figure. (Or when the token represents a miniature.)

In Panic in the Streets the mission rule says the citizens are neutral figures. See Neutral Figures from the RRG. It does not cost extra movement points to enter a space with a neutral figure, but they block line of sight and another figure cannot end movement in their space (because they are figures).

Welcome to Bespin... Figures can't end up on top of each other like that so the Empire can block, *however*, moving the citizens is spaces, not movement points so it doesn't cost extra to go through other figures or terrain.

As the Empire I didn't try doing anything so subtle as that because the mission is so absurdly lopsided I ended up causing 3 heroes to withdraw and the Rebels were nowhere close to completing the mission. It's very difficult as the Empire to "throw" the mission when you can easily wound all the heroes twice over without really trying. However, yes, the empire can throw a bunch of figures in one of the narrow hallways and pretty much screw you over that way too. Yet another reason why every party needs Fenn.
