I actually think that RAW, you may technically be correct.

Looking at the actual question - If you want to replace an ARC with an ARC, then Shara Bey isn't bad, but - with Heroes of the Resistance inbound - I'd recommend M9-G8 for her droid. M9-G8, Weapons Engineer, Adaptability is the same points cost as the Shara Bey you've got listed, and can lock both Biggs and Norra on turn 1, giving them a 1-die reroll in the initial pass, and can lock friend or foe as required, both with a positive effect.

Thane Kyrell with the same crew and droid is arguably as good (and cheaper). No-one else can spend his locks, but you'll get to move them around for free, and if the 'reroll one of your attack dice' stops a couple of points of damage in the game (or, more likely, turns a couple of criticals into 'normal' hits) it's probably paid for itself.

that's mid-combat TL repositioning which allows you to not allow **** with your opponent's dice after your wingmen have attacked, but they actually let Thane modify his own dice (by spending his lock) unlike Shara and her horrible ability

The card literally only does one thing regardless of the situation: apply stress to defender and attacker. It just happened to fall victim to the timing chart where it TECHNICALLY doesnt work now.

Know who is actually going to try and push to keep this card out of the meta? WAAC people. Its impossible to not view it as a mistake and clearly unintended. Nobody is going to rule it doesnt work.

Also, Shara is terribad. Insanely terribad. Never use her.

I personally like Braylen more with targeting Astro and tailgunner, but I definitely see the use of him with r3a2
