Yes. This has been answered many times.
It doesn't keep you from taking stress, it allows you to remove a stress after doing a white maneveur, there is a difference.
One thing to remember, which I keep forgetting is that it is only white moves. So you can go through a debris and clear the stress from a white, but not if you go through it using a green.

The two cards resolve at the same time ("after you execute a maneuver"), so the player may resolve them IN FULL, in any order he wants. So he can resolve the Falcon title, rotating 180-degrees and assigning a stress token, then resolve Kanan, removing a stress token.
The distinction is important because you cannot choose to receive the stress first in the case of Daredevil or Inertial Dampeners. Kanan interrupts those cards after the maneuver is executed and resolves before the stress is applied.
Now add Kyle Katarn to the mix and turn that stress into a focus. And you still have your regular action as well.

No, he does not (as I just said).
Kanan interrupts ID after the white [0 stop] and resolves in full right then and there. That is before ID applies the stress token. The best Kanan can do is remove an existing one so you do not become double-stressed.

Isn't that the exact same time Inertial Dampeners assigns a stress token? After you complete a white (zero) maneuver, but before you take an action?
Ran Rey tonight with Finn, Kaman, sloop title, VI, and engine (yes it's a 59 point ship but I was playing with my new toys) and it was ridiculous. If you do the 3 sloop then boost back the way you came, it's like you basically flipped the ship over.

Yes and no. Kanan interrupts the resolution of Inertial Dampeners as soon as the maneuver is executed and must be resolved right then and there. You don't get to put him on hold, move forwards past that trigger point, then come back to him so he actually does something.

No, that doesn't and you should read it why this is different. Draco is showing the proper usage with out trying to gain an advantage.
It's just a timing thing - but there is an important difference.
- Millenium Falcon hands you the stress first , then lets you do stuff, so you have it to discard at the point you complete the maneuver.
- Daredevil, Inertial Dampers and Lightning Reflexes all let you do stuff then hand you the stress 'later', so you don't. Kanan still lets you discard another stress token you may be carrying from earlier (because all of those cards can in theory be triggered whilst stressed), but it'll get replaced afterwards.
This my list at the moment, I am trying to figure out a way to get in EU. My Poe build is trying to be as tanky as possible, pretty much will always get 2 evades as long as you have 1 focus and you dont roll double blanks. With R2, means he should be able to take 3 hits a turn and come out untouched. But it comes at the cost of Rey's EU. I have thought about dropping to PS 8 Poe, that saves 2, where the other 2 comes from I am stuck.

Remove PTL? Not sure it is required and it might be problematic depending on if you see slicers.
If, as Rey with Finn, your target is in front of you, there is no need to target lock it. Not much need for PTL.

Draco explained it better yes, but he said basically the same thing after the bold underline No. He could have given the same, yet more indepth explanation without being an ass about it. You can in fact, piss off your opponent making them distracted by telling them they are wrong and then basically repeating what they said. S talking is a tactic that often works in competition. This was in fact a perfect example of "rules lawyer", literally using the rules to gain an advantage. Of course, no game was being played but how does this guy behave during competitions, if he plays them?
The no was trying to stress that it was very much not the way that you were allowed to resolve a card. The intent was not to be an ass, and if that's how it came across I apologize.
