Can Dengar with WE and D11 use two target locks on the same attack to do different things? For instance can you reroll his attack dice with one TL and than use the other TL to have the defender reroll their defense dice?
What about if he's in arc, can he use two TL spread out over two attacks?

Weapon Engineer only allows you to have a target lock on an individual ship. If you spend it to modify your attack, you don't have it available to use for R4-B11.
Edited by WWHSDDengar would need both Target Locks on the same ship to make this happen. The only way (I think) to currently have two TL's on the same ship is "Redline".
Yes, you can use one TL on each attack if you're getting the extra "revenge" shot in arc from Dengar's ability. But again, this would be against two different enemy ships, since Weapons Engineer doesn't let you have two TL's on the same ship.
