Should you take it as a combo. No. I tried initially, and it's just not good enough. I like her with BB-*, but there are lots of other good options to go with her.

I disagree. Because when another ship (let's say Norra) treats Bey's target locks as her own, Norra is resolving all effects regarding target locks. Bey is not spending the target lock, because when she's not the active ship, she can't spend target locks. Only Norra resolves the effect, so only Norra can reap benefit (or suffer consequences) of resolving that effect.
If R5-K6 read something like "After you lose a target lock" instead of "After spending your target lock," then Bey could resolve R5-K6. As it is, though, Bey does not spend her target lock to reroll Norra's dice. Norra spends Bey's lock to reroll dice. Bey doesn't actually do anything, so she doesn't get to trigger R5-K6.
On the other hand, if Norra had R5-K6 and used Bey's target lock, then Norra could roll to acquire a lock after spending Bey's lock.
R5-K6 says
"After spending your target lock, roll 1 defense die. On a result, immediately acquire a target lock on that same ship. You cannot spend this target lock during this attack."
What's missing is the requirement that "you spend" your lock - the only direct written requirement is that "your lock" is spent. I don't think the designers had intent for that future interaction with shara-bey when they made r5-k6 in wave one. Norra spend's Bey's lock as if it is her own, but that doesn't actually make it Nora's lock. Certianly Norra triggers anything on spending a lock here, but Norra might not even be able to trigger R5-K6, since it was not her lock that was spent - a lock yes, but in this case it's clearly Shara Bey's lock. I can treat frozen pepperoni as a hammer, but that doesn't mean it is a hammer. Perhaps the treat as, is enough to allow Norra to trigger R5-K6.
So for the purpose of R5-K6 - it's dependent upon whether or not After Spending implies "After you spend" or if it implies "after your lock has been spent". RAW is unclear, and we don't have RAI. I don't know of any other situations to use as a precedent - and so we really do need official rulings. If it comes up in a tournament, I'd make sure to ask your TO in advance, in lieu of official rulings.
It comes down to which ship is the active ship, and for this case it's Norra's. And because Norra can treat Shara's lock as her own, then it becomes so in every respect when Norra wants to utilise it. So Norra equipped with R5-K6 could most definitely trigger the droid when spending the lock, because it's her own according to Shara.
"You" and "your" always refer to the active ship, so R5-K6's text "After spending your target lock..." can only trigger when on the active ship.
I don't see anything in the rules to support that it comes down to the active ship - since the active ship is the one resolving the activation or combat phase - according to the rules reference. Most abilities in the game are triggered, some are static. R5-K6 is definitely triggered - there's no reason that a triggered ability must be on the active ship.
