Are you allowed to flip the debris around and attempt to bump a ship? It seems a little sketchy, but why was the debris not built to tightly fit the template? Why is it not symetrical?
Rigged Cargo Chute is not symetrical and doesn't fit template (usage rule?)
If I had to make a snap judgement on it based on barrel-roll and boost precedents, whichever way you set down the token is the way that it faces and as long as you have the template seated into the token a little wiggle to either side is fine, just like it is with ship bases.
The rules don't have anything that covers this specifically.

I agree. In general xwing seems to follow a rule of once something is legal, no takebacks. Since there's no illegal configuration of the cargo chute, assuming you have placed it in the guides properly, that's how it lies.
Can anyone provide some pics? I have yet to see this beast in person...

Here's the first decent pic I found on a google image search: http://i.imgur.com/rQlXD3q.jpg?fb
I'd let anyone using it place it to its maximum effect. As long as the template is within the bomb guides it's within the rules. Trying to get people to get it centered even close is just asking for trouble.
Wait, is the token still symmetrical it just doesn't fit tightly in the movement nubs? That's fine, pretty surr you're free to move it between the nubs as much as you like, same as with the movement templates.
It's definitely not symetrical.

I think hes more referring to being able to flip it, which I would not allow, to try and tag someone out on the edge

I'd allow a player to flip it to it's best effect when he's placing it. I think it would be a bit unsporting to demand the template stay a particular side up as soon as he's got it in the guides.

Im going off precedent set by boost and barrel roll. Once its set, if legal, it's set. I wouldn't expect to change it's position once it's down nor expect my opponent to chance it's position once it's down.

Yeah but it's a bit hard to ask an opponent to declare which side up do you want to place your debris template, due to its asymmetric shape. At least with a boost or barrel roll, you have to nominate a direction and if it doesn't fit you can change it. There's nothing to stop a debris cloud from fitting anywhere, even partially off the play area.
Every player using one is going to want to place it to its best effect and I don't think it's unreasonable to allow them to decide which way up after they've declared they're using it. If they find that they won't overlap anything, and then try and change their mind, then that's an entirely different story, and I wouldn't allow that. Once they've declared they are going to drop it, it gets dropped one way or the other. No take backs!

Except that with barrel roll you can move around as you see fit as long as you are not changing side. It could go either way, but there is precedent where you can try before setting down. Flipping the card could be seen as nudging your barrel roll.
As long as he do not take it back and don't drop it, I say he can flip it.
