The BMST is only there for those enemy that self stress. Once they do....BAM! Four BMST a turn can put a hurt on anyone that self stresses. To me, it's a 4 pt insurance that is well spent. These days there are enough self stressers in the world. Heck, even if someone just K-turns....that's going to be nasty enough to hit them.

Oh, thespaceinvader pointed out in another thread that Ketsu might be dishing out a second TB token, which means that target will be getting -2 Agility. That makes the Z-95's hit even harder.
Personally, I think it looks like a nice All Comers list that has enough options.
I flew a very similar Ketsu at the last UK Team Championships a few weeks back and it hits like a truck. I gave her VI and paired her with Fen Rau, not much survives 9 modified red dice with the agility penalty.
EDIT (ninja'd by your second post) What you've left out (or missed) is that Ketsu adds a second tractor beam token with her title so your Z95s are shooting at -2 agility. This will make them very hard hitting.
It suffers against large base ships as you can't move them off you to shoot but with a bit of range control you should be able to get the range 1 shot. I also ran engine upgrade on her for the extra speed and range control.
