The psyker power Biolightning does it require Line of Sight? And where does it hit?

I've allowed my PC to shoot it at any target if he knows where it is and has a physical way for the lightning to get to the target. i.e. used Sense Presence to find target and thought behind a door the Bolt goes throught the key hole.

I made it always strike the body and no Emporer's Fury.

Since biolightning does not require a to-hit, do you still allow a dodge roll to it? Anyone else ever addressed that aspect of a power that does not require a to-hit roll?
