does concentrated fire provoke op fire

I have a question. I always assumed that the concentrated fire actin provokes op fire. But in a more careful reading of the rules it appears that op fire is only provoked by movement. Which of these is correct and if only movement provokes op fire can you explain why if you fire I can't fire back if I am in op fire mode. That is just illogical to me (I know it is just a game but still..)

Your more careful reading of the rules is the correct answer. You can only fire at units that have spent movement points in your field of view, either the 1 point out of a fixed position or from hex to hex.
OP Fire is in place in order to allow for some interdiction during your opponents turn. Otherwise the game would be like chess; albeit with some luck thrown in. Move and capture over and over. With OPF your opponent now has risk factors to balance when making his/her plans. Since this is all theretically happening at the same time take your next turn and respond to the concentrated fire by not placing that unit in OPF.

Well, you can fire back with units that aren't in op-fire. Everyone has their orders. If you don't want your troops to wait until the enemy tries to advance, don't order them into op-fire.
