Do you need to have the paired weapon attachment on both weapons to gain the benefit? Say, a lightsaber and a shoto?

Must be applied to two weapons at the same time.

So I say yes.

Yeah, the attachment's notes in Fly Casual is pretty clear that it has to be applied to both weapons at the time of installation, taking a hard point from each.
