First off, Phantoms want to shoot first so they can utilize their advanced cloaking device, and for that to happen you need to drop the Stealth device on Dark Curse so you can get VI on Whisper and have a 2 point intiative bid.
PS 9 on Whisper is essential to have her fire first.
Another tip might be to downgrade Echo to a Sigma with Intelligance agent, drop Dark Curse and add 2 Academy pilots to use as blockers. You'll know where your opponent will fly due to the intelligance agent. I'll help Whisper a lot to deny your opponent actions.

This looks great and I would definitely use it outside of my local store, but people Rarely fly high PS ships, hence the 2 phantoms at 8.

Recon specialist is quite useless on Whisper due to her ability, so you might want to change the crew on her for something better, like Gunner.
If you want Whisper and Echo @ PS8, then drop recon and SD and take Gunner on Whisper and have 1 pt intiative bid
I've flown 2 phantoms a ton. Great fun, but no room for error (the phantom is not a forgiving ship!)
If you like the named phantoms, here's the list I used:

That Echo build is REALLY hard to use well (you have to be very careful to keep him/her alive!). The key to push the limit is dialing in a green move so that you can use advanced sensors + PTL to get two actions, then reveal the green and clear the stress immediately (otherwise don't use PTL on a white move, unless you are absolutely certain you aren't taking any fire). The academy pilot is there to block. Blocking is surprisingly helpful for phantoms because they hate to k-turn, so bunging up your opponent's moves can often give you an extra turn of shooting with the phantoms before you have to worry about turning around (less of an issue for Echo, though).
If you want something a little easier, you could try:
Whisper w/ VI, gunner, FCS & ACD = 44
Echo w/ VI, rebel captive, sensor jammer & ACD = 42
Academy pilot = 12

SJ + Rebel Captive work well together! And having a blocker can help too.
If you want to try some generic phantoms, here's a list I used quite successfully for a while (but over a year ago now). Its been a while since I brought it out, but Carnor Jax is always great (if you can fly him well----he's tricky to use!). I've actually tried all kinds of different crew options on this list, but the following is what I found to ultimately be the best:
Carnor Jax w/ PTL, title, thrusters & hull = 34
Sigma w/ sensor jammer, rebel captive & Stygium = 34
Sigma w/ sensor jammer, intel agent & Stygium = 32
