C-3PO and R2-D2 on Nora helps her survive-ability. The trade off is that you take away the crew and astro spot for something that gives her a more potent attack.

best you can try is nien nub and engine upgrade
the reason ARCs need Biggs is because they're 1 agi and slow as hell, which makes them just stupidly easily to focus fire down at the beginning of the game when both squads are at their strongest
Biggs taking the flak keeps the ARCs around until the enemy is whittled down to more manageable levels for Norra's guaranteed defenses to take

As to the actual thread; Biggs isn't required, but you'll want to load Norra with C3P0 and R2D2 to help her survive the early game. However, this will cut down on her offense. I prefer to take Biggs and pump up Norra's offense.

This list would almost certainly perform better if you dropped Jan for Biggs and the Warden for Miranda. Jan is painfully easy to focus down in most cases and you will find more often than not at the top level that she is easy points. The Warden, at PS 2, will have a lot of trouble getting things in arc to fire off the payload it holds, so it will be an easy choice for the opponent to focus down the other two ships first as in competitive play it is typical to see higher PS ships.

This is essentially a better version of what you are trying to do in my opinion. Miranda is much more threatening than the Warden as she can also regen late game and has higher PS so even after Biggs is gone, your opponent is forced to choose between two poisons as both her and Norra are great closers with regen options.
Now I'm not saying Biggs needs to be in every competitive rebel list, because he doesn't. But if you can look at your list and put biggs in in place of something and it becomes better, that is one of the many cases where Biggs simply makes the list more competitive. There are a lot of lists like this, and that is why he is seen so often as of late. But, lists like Double VCX + something, Z alpha strike, etc. can still work fine without Biggs.
I have a list like what Kdubb described and would recommend that route.
Read Dave Wolverton's "On my way to paradise" to appreciate how Bigg's must feel.

It's not either Biggs or C-3P0 and R2-D2. There are other options. Fickle recommends Engine Upgrade and Nien Numb. I do agree with that as Mr. Numb will let you go 4 straight as a green. This gets you out of trouble and gives you back a shield. There are other builds.
Also, I think you are taking things wrong. Not everyone is saying "fly casual". They are saying figure things out for yourself. Find something that works that maybe someone on the FFG forums hasn't thought of yet. Each player has their own style and sometimes you can find something that works for you that no one else has thought of. Or...they tried it, but it doesn't work for them and would be awesome in your hands.
Fly what you like; it's true....I don't fly Biggs in my squads because other ships are more fun. I like the idea of another ship that has an alpha strike to catch the attention of the opposition but has a fun punch. Plus, Biggs forces you to fly in formation, which I don't really like doing with my rebel ships; I prefer flanking and runing/re-gening.

Say someone shoots at me, but I have a target lock and an unspent focus. I guess zero and roll an eyeball. I get an evade, then I spend the target lock and focus and get two more evades. 3 evades! I love the flexibility of this pilot.
Greenfickledice basically had it spot on.
Your regen ARCs can rumble anything down from midgame onwards but they're easy meat against the full strength of your opponent's ships in the early game. Biggs is your best delivery method for getting the ARCs into midgame.
Personally, my biggest issue with biggless norra is...why arent you just flying miranda?
Shes faster (not limited by greens), her TLT coverage makes her dial even more than norra's aux arc does, and she can SLAM to not only arc dodge but intentionally ram enemies to deny their attacks

I totally agree. It's become so common that "Fly Casual" warnings should be given for the Brigade'ing it causes. Give the guy, feed back, encouragement, ancedotes...but "Fly Casual" is totally knee jerk stupidity.

Which is what a casual who has probably never flown Rebels against Triple Scouts would say...
Truth is, if you don't take Biiggs you are very likely to lose an arc almost immediately against Torp Scouts or Crack Swarm. Which isn't necessarily an unwinnable scenario, of course. But if you want to have that particular arc flying around in the end game, Biggs is about the only way to insure that.

I don't disagree, which is why I haven't tried it. I do take less competitive matches to FLGS's just to have fun, try new things, and to see if something is there. I gave Wedge, Wes, and Biggs a run right be before Wes, Biggs, and Corran started showing results. I then tweaked it to put Miranda instead of Wedge. I have now tweaked it further to put Braylen instead of Wes and that is what I will probably run tonight.
Well you don't have to, but you'll need to work hard to make it work.
Competitively, unless you're Nathan Eide*, virtually all Rebel Builds with a Glass Cannon like the ARC should be running Biggs. Otherwise you get crippled by alpha strikes.
In a more casual setting, it depends on how Potent your Opponent's alpha strikes are.
*Who actually is that good. And may well bring Biggs to Worlds anyway.
