Also team composition and synergy. If you take a bunch of strong heroes with bad synergy, you're still going to have a lot of trouble - much more than if you took a bunch of "bad" heroes with great synergy.
But the game really isn't one-sided. Different groups have very different experiences. You can find lots of people who think it's impossible to win as the Imperials, and just as many who think it's impossible to win as the Rebels.

Which means the game is generally balanced. There are a couple broken missions that got passed playtesting, but most missions ARE reasonably balanced and with equal skill do come down to the dice. Some are slanted one way or the other but can be still decided by the dice or by how many one-shot Influence cards the Imperials want to spend or how much the Rebels want to push their luck spending actions opening crates... or taking Loku who opens crates for free but is otherwise a lead weight on the team.
At least they were balanced until Bespin/Obi-Wan/Greedo. Wow, Bespin is so bloody busted. It's challenging for the Imperial player to suck hard enough to make the game anything but a curb stomp.
