Maybe.

It depends on the card, how useful it is, an if it is legal to use.

After all, someone had to create all of the cards we already use.

Tournament is the key wording. No you can't do whatever you like in a tournament. Although bringing your ideas and getting others opinion first hand would be nice.

Not sure what exactly you are asking. The world champions have helped create several cards for FFG. Those are official cards, why wouldn't they be ok to play in tournaments.

If your talking about fan made content, then no, of course those aren't legal for tournaments.
