Whereve he stands, he counts as two magic symbols. Since Tzeentch needs 2 of either Magic and/or Warpstone, this guy gets you to the base requirement. Now you just need to get two cultists with him and you will have an automatic dial advancement token.
Okay cool. Our newbie group was confused by magic symbols in general. So Tzeentch playing a card with a magic symbol on it (Dazzle) also counts as having one symbol there for that turn?
Any magic symbol played by any god counts as a magic symbol for Tzeentch. Tzeentch thrives on magic, so any form of magic is beneficial for him. The magic symbols symbolize the use of great magical power which attracts the followers of Tzeentch.
In fact Tzeentch is the only reason there are magic symbols in the other gods' cards. Nurgle benefits nothing from them, Slaanesh benefits nothing from them and Khorne benefits nothing from them (and being a the least magical god, indeed even opposed to magic, Khorne doesn't have cards with magic symbols).
So watch out for magic symbols in your cards when playing against Tzeentch and keep your eyes open for magic symbols in cards played by other gods when you're playing as Tzeentch.
Essentially, the Lord of Change upgrade is an ace in the hole when you feel like Old World cards won't supply you with warpstone tokens (meteoric showers or whatever it's called) or if you want the opportunity to go get dials anywhere which is lovely when Khorne goes camping on warpstone tokens.
