You may resolve only one crit effect per attack. You must choose between the standard crit effect or an upgrade, in this case xx9s.
The standard crit effect is that the first damage card dealt to the hull is dealt face up.
Only the standard crit effect can be contained.
Fire Control Teams allow you to resolve two different crit effects.
Which brings me along nicely to a subsequent question - what happens if you use Fire Control Teams with XX-9s? Would you in effect give 3 face up crits - one from the standard and 2 from the XX-9s?
Or do they overlap each other, in effect only giving 2 crits as per XX-9s.

One would hope 3, one of which can be contained, the other two not.
But we cannot be absolutely sure yet.
They both allow the first card to be flipped face up.
So... By wording alone, they don't combine.
But again, XX-9 is hardly overpowered, and won't be overpowered, even if they do stack, which I feel like is the entire intent of FCT.
My money is on 3 face up - but that's only a guess and a hope.

If you want 3 face up cards then take XX-9s and APTs. Then double arc with Screed and ISD-I/VSD-I + OE.

Well, XX-9s alone prevent Contain, so you don't need FCT if that's your main goal.
For the rest, not every ship is one of those, ISDs can't take APTs, nor can many other ships.
Yes, there are other ways to get the benefit, but that costs more, requires more upgrades (and upgrade slots) and a particular color of dice.
Part of this discussion is starting to sound like FCT isn't any good if xx-9s don't stack with the default.
I don't see a real problem. There are plenty of good ways to use FCTs. It's a bit like complaining that FCT doesn't let Overload Pulse stack with the default...
I fall into the doesn't stack camp. FCT's, however, are golden on any ship that can equip them and an upgrade that has a crit effect.

Yep. Overload Pulse. Ion Cannon Batteries.
In fact, all of the Non-Default Critical Effects work with the Default Critical Effect, with the exception of XX-9 Turbolasers.

It depends on how you define stack. FCT would allow both XX-9 and the std crits to have their respective full effect. It is just that the effect is redundant. No matter how many effects you trigger on the first damage card, it is still the same first damage card.
