Clarifying - Placing a shield token on the card is an action and removing a shield token from the card is an action.
If you have the ability to do 2 actions, then you could place a shield on the card and remove one in the same round.
Experimental Interface would allow you to do this.
Push the Limit would not - because the action has to be on your action bar.
So you can bank as many tokens as you want, one per turn until you need them.
Can you have both your maximum shields on your chosen ship and still have more shield tokens ready to move accross one at a time when you lose shields? For example,Boskk's ship starts the game with 5 shields and in the first round I place a hield token on gonk therefore now holding 6 shield tokens and possibly more in the next couple of rounds in reserve.

True, you can do both actions in one turn if you use EI but it is still only one shield token at a time.

This is more of a "do not do what the card does not say to do" situation. Gonk says "Place 1 shield token on this card."
It doesn't say:
...that the token comes from your ship, though that's a mistake I've seen people make.
...that there is a limit to the number of shield tokens on Gonk.
