Would Tailgunner's -1 Agility work on the Shadowcaster's mobile firing arc while it is rear-facing?

Tail Gunner specifies "when attacking from your rear-facing auxiliary arc ...", so that text restricts it to rear-facing auxiliary arcs only.

If Tailgunner works on the Ghost's special arc, I would assume it would also work on the mobile arc as long as it is set to rear-facing.

Your logic is good but your premise is false. Tail gunner doesn't work with the VCX's special arc. See Parravon's post above.
