I can't see it not having a shuttle dial, by which I mean one like the Lambda or YV-666.
I'd be amazed if it didn't have a white turn -- only having red turns would be a massive limitation. I think expecting something akin to the YV-666 is reasonable. I'm holding out hope that it may have some sort of K-turn, if only because it's one of the hi-tech new generation ships that all seem to have fancy dials. It might emphasize the technological improvements of the era... but that's more wishlisting than logical hypothesis.
As one poster noted up above, Kylo seems to be the only one with an EPT slot -- the next highest PS guy looks to be missing it, and his upgrade bar starts with the sensor slot.
I'm really excited to run a First Order Aces list -- Rage/Baffle Quickdraw (to take advantage of the coordinate action), Omega Leader, and an Upsilon Shuttle loaded with a bunch of cool toys. If you want to run a "budget" Vader without Engine Upgrade, I'm liking the idea of Juke Vader for 32 points... token up with a focus and an evade, relying on Juke/ATC to push damage through. If the dial is strong enough, I think a big herd of 3 Upsilon shuttles may wind up being pretty scary with that four dice attack. If the lowest PS guy is only 28 points (unlikely, but possible!), then RecSpec+Weapons Guidance makes those attacks pretty reliable.
It's a shuttle meant to take officers and the like from point A to point B. Not a Starfighter or a pursuit craft. I find it incredibly unlikely that it would have a K-turn. The Upsilon is most likely going to be an upgraded version of the Lambda with a marginally better dial.

I wouldn't be surprised if it was 30 points and had a dial similar to the lambda, including no white turns, or possibly one with white turns but no stop maneuver.

You could get one in the Upsilon expansion. Expansions are generally "fully self contained" and will work with a core set.

Come on, Empire won't get a fanboy expansion like the Ghost... systems, turrets, a horde of crew etc (buthurt rant over).

If I'm not misremembering it has a system slot. If I'm right then its dial doesn't matter much to me as long as it has a stop maneuver. Electronic baffle makes the shuttle sing and I see no reason for it not to do the same for whatever dial that big beast throws at us.
