Could there be another card or pilot ability that, along with the title, makes both of these useful? If not, why include both? It seems completely unnecessary.

First Rebel ship to come with them. Usable on lots of ships. Quite common to get multiples if cards that FFG recognise as core cards that a lot of lists can include.

Stealth Devices were available on the Slave 1 and M3-A expansions, Imperial (no, really) and S&V ships. Now there is a Rebel faction ship that comes with them.

Hey look at Engine upgrade. Hounds Tooth and the Falcon. That is limited.

Yeah, I think we should get more Shield, Engine Upgrades dang-darn it... I have 4 Auto Thrusters, but I think FFG is gonna do the Alt Art card soon enough. Stealth Device is a great card, glad we get 2, too.

I've used that combo to great effect on Corran, so not hard to believe

SD on its own is gak, but if you can combine other upgrades it can be worth the points.

I have a very evil thought about running that Corran next to a VI Wes Janson. Not sure what to pair it with, though. Hm...

My guess is that they are putting it into the pack as a way to give it to people who come into the game this wave and need 'em. Seems good on the Striker. Now you have to buy both.

On a 2 evade ship, a stealth device is less good than a hull upgrade. On a 3 evade ship, they break even.

That is neither here nor there, but sure. Argue game-play statistics on a card in an expansion from a company that gets its own rules wrong in promos.

It's most likely a business decision and not as tactical as it seems.
