I put rebel admirals in a flotilla, and will continue to do so until I get a Pelta. It just seems right. Imperial commanders go in a VSD at minimum, preferably an ISD. There is no way I can put an imperial commander in a flotilla - they need to have the biggest **** on the battlefield.
