Ps5 pilot shoots at and destroys Dengar. Is Dengar and Painbot allowed to fire back? What about same PS9?

My thought is this: At PS5, no? At PS9, yes if with initiative. I'm still trying to wrap my head around the timing table, but figured I'd ask first.

Yes, Dengar does get his return attack as it's an ability that triggers after the attack but before destroyed ships are removed.

See the FAQ, Page 6 and Dengar's entry on page 9.

Dengar’s ability resolves after any “after attacking” or “after defending” abilities that do not perform an attack. This is the same timing used by other abilities that perform an additional attack (such as Gunner).

Additionally, this ability can occur even if Dengar was destroyed by the attack. See "Timing Chart for Performing an Attack" on page 6.
