If two PS 2 b-wings would overlap a proximity mine, should then not be both affected by the bomb? In theory they are moving at the same time.

Ships do not move at the same time. Mines only effect one ship even if dropped on many.
I like the idea of a bomb effecting multiple ships of the same PS.

Swarms have enough counters. Conners and prox mines are good against high value targets. Best to leave it that way.
Cool idea for a new bomb... "Badass Mine Field" (big cardboard) Remove this token after the combat phase. ALL ships that overlap/touch get blammo.
