What happens when I drop a proximity mine onto a ship which has or has not moved in this round. Does it detonate like the conner nets?

Yes, all the action bombs that detonate on overlap work the same way.

Page 7 of the rulebook:
• If a bomb token is dropped on a ship, it is placed under the ship’s base. The bomb does not immediately detonate unless the bomb’s Upgrade card specifies that it detonates when a ship overlaps it.
It doesn't matter if the ship has or hasn't moved yet, as Proximity Mines trigger on an overlap. This can result in destroying a ship before it gets a chance to move.
