FFG did probably rule that Environmental Hazard Suit can be depleted at any time because there was no other timing specified.

Surveillance Operatives is during any activation, which is not exactly the same as during your activation, but can be argued to follow the same restrictions.

Well, whatever the particular ruling, I think the way that will be the most fun (and errs on the side of reducing power for balancing) will be restricting it to not while an action is being resolved.

Maybe Hazard Suit needs that though? Is it any good, even with that ability?
