Don't quote me on this, but I believe it is one or the other. It wouldn't be different than the rules for weapons guidance.

You're right, it's one or the other. If you spend the focus token to activate Sensor Cluster, it's not available to do its standard effect, and vice versa.

You'd need two focus tokens to do both.

But otherwise no. You can spend the focus token to convert focus results to evades, or you can spend it to convert a blank to an evade. You can't do both with a single token.
