Without messing with the EpT allowance, I think you're right, the ordnance may be the only solution for them.

But keep in mind that PS4+ being considered "good" for ordnance is only a meta-created thingy in response to PS3 Uboat generics. As soon as the meta evolves, this could be outdated.

Notes:

This update comes from a conversation I had with a friend, who pointed out that the second card made PS kind of irrelevant. With this revision, you will be able to get a Target Lock for free, and beyond Range 3. but you're a) telegraphing your intentions and b) vulnerable to things like the Black One title and Expert Handling. Not to mention plain old arc dodging.

Notes:

The basic idea behind this card was to give a small advantage to mid PS ships that would otherwise be edged out by their lower costing, lower PS siblings.

I actually have high hopes for this on the TIE S/F, though it might be a bit OP on higher PS ships generally. I may have to restrict this card to ships below PS 8.

I like the new target finder, but I think you should add "if you are not touching a ship" to it. Otherwise, if you have the second card also, you can just go bump a swarm, then barrel roll back, get a TL on the second row of enemies (which is now outside range 1), and then shoot ordnance at it before they fire back. That seems too much ignoring of basic rules for me.

The "keep your distance" thing, I'm not sure what to think about it. Seems a great use, making it a system slot is good (but beware the TIE Phantoms...).
On the other hand, I don't think it's a good idea that it could ignore stress mechanism. As previously, you already ignore bumping mechanism, which is a big effect, I don't think it's wise to ignore stress at the same time with only one card.
